Applicant Tracking System (ATS)
Definition
An applicant tracking system (ATS) is software that manages the end-to-end recruiting process from the moment a job requisition is opened to the moment an offer is accepted and a candidate enters onboarding. It is the operational system of record for recruiting.
Core ATS capabilities include: job requisition management, job board syndication, candidate application intake, resume parsing, pipeline stage tracking, interview scheduling, structured interview scorecards, offer letter generation, and compliance record-keeping (EEOC, OFCCP).
How it differs from a recruiting CRM
An ATS tracks active applicants who have entered your formal process. A recruiting CRM manages passive candidates who have not yet applied — people you are nurturing for future roles. The distinction matters for buying decisions: some teams (inbound-only, under 200 employees) need only an ATS; teams with active outbound sourcing models benefit from a CRM layer on top of or integrated into the ATS. Lever and Ashby build both into one product; Greenhouse’s CRM is an add-on; Workable and JazzHR are ATS-only.

Cloud-based ATS vs on-premises
In 2026, virtually every SMB and mid-market ATS purchase is a cloud-based (SaaS) ATS — vendor-hosted, browser-accessible, monthly or annual billing. On-premises ATS deployments (OpenCATS self-hosted, legacy Oracle Taleo) are a declining category with -71% YoY search demand as of 2026. If you are buying an ATS today, you are buying cloud.
The three pricing models in this market
This is where most ATS buyers get surprised:
- Per-recruiter-seat (Greenhouse, Lever, Workable) — you pay per active recruiter and admin user
- Per-employee headcount (Ashby, Workday Recruiting) — you pay for every employee in the company
- Per-req or per-job (SmartRecruiters, iCIMS in most contracts) — you pay per active requisition
The same 11-person hiring team pays $4,800/year on Greenhouse Essential and $30,000+/year on Ashby at a 100-employee org. The pricing model is the largest cost lever in this buy — bigger than any discount you will negotiate at renewal.
