Definition
Offer management is the ATS-native workflow that handles everything after “we want to hire this person” — through the verbal offer, formal offer letter, candidate e-signature, and handoff to the HRIS for onboarding. In most ATS tools this is a module: offer letter templates, approval chains, e-signature collection, and automated HRIS integration.
Offer management is often the last mile of the hiring funnel and one of the highest-dropout stages. A 10-day delay between verbal offer and written offer letter — still common at companies without automated offer management — increases offer rejection rates measurably.
Key components
Offer letter templating. Your ATS should allow you to build merge-field templates for offer letters so that a recruiter can generate a correct, branded offer letter in 60 seconds rather than copying and editing a Word document. Greenhouse, Lever, and Workable all support this natively. JazzHR has basic templating; Breezy HR supports it on Business tier.
Approval chains. Offers often require multi-level approval — recruiter, hiring manager, HR, finance, legal. Your ATS should route approval requests automatically rather than via email. Greenhouse’s approval workflow is the most configurable; Workable’s is functional. JazzHR’s is limited on Hero.
E-signature integration. DocuSign, HelloSign (now Dropbox Sign), and Adobe Sign integrations are available on most mid-market ATS tools. Greenhouse, Workable, and Lever have native integrations; JazzHR uses Zapier for this.
HRIS handoff. After offer acceptance, candidate data (compensation, start date, role, manager) should flow automatically to your HRIS (BambooHR, Workday, Rippling, Gusto). Greenhouse has the strongest HRIS integration roster via the Harvest API; Workable’s integrations with BambooHR and Gusto are reliable.
Compensation benchmarking. Some ATS tools (Greenhouse with Levels.fyi integration, Lever with compensation modules) surface market compensation data during the offer build process. This is a newer feature and its data quality varies.
Common failure modes
- Offer letter takes more than 24 hours to generate. Fix: build merge-field templates in your ATS. A recruiter should never be hand-editing a Word document for a standard offer.
- Approval chain involves email. Fix: configure your ATS approval workflow. Email-based approvals have no SLA and frequently delay offers by 3–5 days.
- HRIS sync is manual. Fix: set up the ATS-to-HRIS integration. Manual data re-entry at the offer-acceptance stage is a guaranteed source of transcription errors.
- Candidate receives offer before approval is complete. Fix: configure ATS workflow to block offer generation until all approval steps are complete.
